site: style buttons for required elements 
We wanted a way to increase the findability of required elements in
addition the the "required" badge on the element's information box.
This styles the button in the module grouping as well.

It's not easy to see in the git diff, but comparing these changes
side by side with the original file I see that he adjusted the or-
der of some elements and the descriptions of others.

data/fsc.csv: remove controlled vocabularies 
We did this for iseal-core.csv last week, but forgot to do it here.
These are no longer living inside the CSVs themselves because it is
difficult to manage them as a long string of text in a column. They
now live in text files in data/controlled-vocabularies.

site/layouts: add cluster to partialCached key 
When we cache the output of partials we get duplicate elements be-
cause both ISEAL and FSC have "Scope", "Certificate", etc modules.
We need to use the cluster as an extra key for the partial cache
so these don't overlap.
