NGINX finally published builds for Ubuntu 18.04 "bionic" so we don't
need to use the 17.10 "artful" ones anymore.

...
It just feels more correct, plus I usually forget the release code
name from time to time.

There are no nginx packages for Ubuntu 18.04 "bionic" yet so we
should use Ubuntu 17.10 "artful".
