Regenerate controlled vocabularies

Now they are named using their DSpace field name. I generated them
like this:

    $ ./util/export-controlled-vocabularies.py -i data/iseal-core.csv --clean -d
    $ ./util/export-controlled-vocabularies.py -i data/fsc.csv -d
