.build.yml: Fix PostgreSQL import 
When building on sr.ht the default environment is the home directory
so we need to change to the source directory before trying to import
the SQL file.

f738b8029b Rename sr.ht build.yml to .build.yml 
This means git.sr.ht will trigger builds automatically on push.
